The Ghost can I choose a player that has already been voted off (e.g. Max, Joaquin) as the player I want to drop from my team, or must I choose one that's still in the game? I assume I can, but just asking to make sure.

Yes, you can cut anyone. You'll be refunded whatever value they are after Episode 7 (so a player already out won't change in value anyway).
