If I use all my money to get someone and then lose a member of my tribe (as has happened every week  ), am I basically screwed because by the time I get another trade that person is worth 0 to trade? |

No, anyone out of the game stays as their exit value. So Cliff this episode left at $2. He'll stay at that $2 price whether you trade him this week, next week or whenever. So he can be traded at any time, as can any other pre-merge boot if you need to carry them.
Once the merge hits, though, anyone voted out from then on in is stuck in your tribe. You cannot trade them at all.
